An email blast went out today to some people in Texas advertising this week’s Raw and SmackDown shows, promoting that we will “see what Paul Heyman has in store for Raw” and “see what Eric Bischoff has in store for SmackDown.”

It’s not clear if the ads were made/sent by WWE, the local venues, or Ticketmaster.
The American Airline Center in Dallas advertised the show on Twitter using similar wording.

It doesn’t necessarily mean or imply that Paul Heyman or Eric Bischoff will actually appear on TV, as some people are speculating. As of now, WWE reportedly has no plans for Heyman and Bischoff’s new legit executive director roles to also be TV characters. Obviously that could change.
This week’s SmackDown reportedly “hasn’t even been pitched yet” according to Bryan Alvarez on Wrestling Observer Live and some people in WWE are confused about why the emails were sent out advertising Heyman and Bischoff. Dave Meltzer added that as of this morning, Bischoff was not scheduled to appear on TV this Tuesday.
Eric wasn't scheduled for Tuesday's show as of this morning. With the botch in the ad release, Vince may want him there just because of how prominent he is in the ad. TBD

Heyman and Bischoff are already “officially on the job,” according to PWInsider. Both are expected to be backstage at their respective shows this week.
But PWInsider added that their ideas are expected to be gradually implemented over time, so we shouldn’t expect any massive changes overnight.
