Scott Steiner did not work last week's RAW brand tour in Japan even though he was a star in the country for years with his brother, Rick, while working with New Japan. Steiner did suffer a groin injury before the tour, but even then he was not announced as working the tour. This is yet another mysterious move by WWE officials, considering Steiner's popularity in Japan.
