The new Mordecai character will be portrayed by Kevin Fortig, who was Seven in OVW. Fortig has recently been working house shows.

Despite what happened last night, Kurt Angle is set to remain the SmackDown! GM for the near future, so that likely wasn't the set up to remove him from the position. Of course, WWE plans do change all the time.
