Regarding Hulk Hogan working a match at WrestleMania 31, or any other future WrestleMania for that matter, it will largely depend on whether or not he can pass the strict WWE physical examination.
The same applies for anyone over the age of about 45 that is under consideration for being brought back to work WrestleMania, or any other shows, including Sting.
Since the health scare with Jerry Lawler a little while back, WWE has instituted strict physicals for older talents before they’ll allow them to do anything physical, which is why Hogan hasn’t even been throwing punches or anything along those lines on WWE television.
