Rusev will be out of action “for some time,” according to Dave Meltzer.
Rumor is that he will be undergoing shoulder surgery. A fan at an autograph signing apparently asked the Big Show why he beat Rusev at Fastlane and Big Show responded that Rusev is going to have shoulder surgery. The surgery isn’t 100% confirmed, but he will definitely be out of action for a while, according to Meltzer.

It seems like it could be a situation where Rusev’s injury has been known or his shoulder has been bothering him for a while and he’s finally having surgery on it soon. He previously posted on Twitter that he’ll be taking 30 days off from working out.
In Bulgaria they say The rest makes the champion. It's time to take time off working out. 30 days and counting.

This was before his match at Fastlane, though, and if he is actually undergoing surgery, he will probably be out for longer than 30 days. He could have also tweeted that before knowing that he’d need surgery, possibly in an attempt to heal his shoulder with rest. It also means that he’ll most likely miss WrestleMania, though he would have probably just been relegated to being eliminated from the battle royal.
If he is out of action for a while, it’ll hopefully allow WWE to bring him back with new life and a new push.
