For whatever this is worth, there is no longer a restriction on Jeff Jarrett and/or Global Force Wrestling negotiating with Spike TV.
When Jarrett first left TNA, when the promotion was still with Viacom, part of his release stated that he could not negotiate with a network that TNA was on. Now that TNA is on Destination America, Jarrett is free to attempt to negotiate with Spike TV if he chooses to.
