Originally, WWE was only planning to have one Hell in a Cell match at the upcoming Hell in a Cell PPV.

At RAW yesterday, Vince McMahon decided to make the CM Punk vs. Ryback and Paul Heyman match a cell match. This was because he felt the match needed more intrigue, especially since they did a similar match last month with Punk vs. Heyman and Curtis Axel.

There were major creative changes during the afternoon hours at RAW yesterday. More on that shortly.
