One of the reasons that WWE added The Undertaker and Ric Flair to their recent tour of Mexico was because of pressure from Mexican promoters Ocesa. The tour of Mexico was a sold tour (WWE sells the tour to local promoters for a set amount of money, while the local promoters take on all of the promotion and ticket sales for the events) and Ocesa was not pleased with the lack of top talents set for the shows.
The promoters reportedly pulled all support until WWE promised to book a big name, which is what led to Taker working the tour.
